{"id":658,"date":"2026-08-19T14:01:05","date_gmt":"2026-08-19T14:01:05","guid":{"rendered":"https:\/\/tsitsindoro.com\/?p=658"},"modified":"2026-08-27T14:02:44","modified_gmt":"2026-08-27T14:02:44","slug":"when-us100-million-moves-in-the-shadows-zimbabweans-have-a-right-to-ask-who-benefited","status":"publish","type":"post","link":"https:\/\/tsitsindoro.com\/index.php\/2026\/08\/19\/when-us100-million-moves-in-the-shadows-zimbabweans-have-a-right-to-ask-who-benefited\/","title":{"rendered":"WHEN US$100 MILLION MOVES IN THE SHADOWS, ZIMBABWEANS HAVE A RIGHT TO ASK WHO BENEFITED"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A transaction reportedly worth around US$100 million has moved through Zimbabwe&#8217;s financial markets, a public-sector pension fund has dramatically increased its stake in one of the country&#8217;s biggest financial institutions, and yet one of the most important questions surrounding the deal remains contested: who exactly sold the shares and ultimately walked away with the money?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That question should trouble Zimbabweans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The controversy surrounds the Public Service Pension Fund&#8217;s acquisition of approximately 62.28 million shares in CBZ Holdings through a negotiated transaction on the Zimbabwe Stock Exchange. The shares represented about 11.91 percent of CBZ and were reportedly transferred for ZiG2.584 billion, an amount estimated at roughly US$100 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the transaction, PSPF&#8217;s shareholding reportedly increased from 9.76 percent to 21.67 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is nothing inherently scandalous about a pension fund buying shares. Pension funds invest contributors&#8217; money precisely because they must preserve and grow assets capable of meeting future obligations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issue is transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to The NewsHawks, market speculation identified businessman Kudakwashe Tagwirei as the ultimate beneficial owner behind the shares sold through Akribos Nominees. Yet when the publication contacted Tagwirei before publishing its story, he categorically denied selling anything.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I have not sold anything. It&#8217;s not true,&#8221; he reportedly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That denial matters and should not simply be brushed aside. If Tagwirei did not sell the shares, then the obvious question becomes even more important: who did?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NewsHawks reports that Akribos Wealth Managers used nominee structures in 2019 to acquire a substantial CBZ shareholding allegedly on Tagwirei&#8217;s behalf. Last week&#8217;s transaction reportedly involved Akribos Nominees selling 62,276,714 shares.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A nominee structure is not automatically evidence of wrongdoing. But when approximately US$100 million is changing hands and the buyer is a fund responsible for safeguarding the retirement interests of public servants, beneficial ownership should not be treated like a state secret.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teachers, nurses, police officers, civil servants and pensioners whose financial futures are connected to public pension institutions deserve to know precisely what their money is buying, from whom, at what valuation and on what investment justification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PSPF chief investment officer Farai Gaba has defended the acquisition as consistent with the fund&#8217;s strategy of building a diversified portfolio capable of generating sustainable long-term returns. That explanation addresses why PSPF says it wanted more exposure to CBZ.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It does not, by itself, settle every question surrounding the transaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are two separate issues here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Was CBZ a sound investment for PSPF?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And who was the ultimate economic beneficiary of the shares PSPF purchased?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zimbabweans deserve clear answers to both.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This becomes even more important because of the sheer scale of the transaction. US$100 million is not pocket change in an economy where hospitals struggle for equipment, public servants complain about inadequate remuneration and pensioners frequently face difficult economic circumstances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public money demands public accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zimbabwe has suffered for too long from a political and economic system in which major transactions are announced after decisions have already been made, complicated corporate structures obscure beneficial ownership, and citizens are expected to accept official explanations without asking uncomfortable questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That culture must end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appropriate response is not speculation. It is disclosure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Tagwirei was not the beneficial seller, that should be straightforward to establish through transparent documentation identifying the beneficial owner represented by Akribos Nominees in this particular transaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If he was the beneficial owner, Zimbabweans are entitled to understand the structure of the transaction, subject to applicable disclosure laws and market rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There should also be clarity about the valuation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The public deserves to understand how PSPF determined that the price represented fair long-term value for contributors, what independent assessments supported the acquisition and what governance processes were followed before such a substantial investment was approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are not anti-business questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are pro-accountability questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that distinction matters because Zimbabwe desperately needs serious private investment, functioning capital markets and strong pension institutions. Transparency strengthens those institutions. Secrecy weakens confidence in them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For ZANU PF, which has presided over the state for decades, the broader political question is unavoidable. Why do transactions involving politically connected individuals so frequently generate questions about opacity, access and accountability?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens should not need investigative journalists to chase executives through unanswered telephone calls simply to understand transactions involving institutions entrusted with public servants&#8217; retirement savings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither should Zimbabweans be distracted by political personalities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This story is bigger than Tagwirei.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is about the standards Zimbabwe expects when public institutions deploy enormous amounts of contributors&#8217; money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If everything about the transaction is legitimate, transparent disclosure should strengthen confidence rather than threaten it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Publish the beneficial ownership information that can legally be disclosed. Explain the valuation. Explain the approval process.
